With reference to Sir R. Ritchie's letter R.&.S.3278 of the
And January 1912 and connected correspondence on the subject
of the Hague Opium Conference and the cocaine question, I am
directed by the Secretary of State for India in Council to
forward for submission to the Secretary of State for the
Colonies a copy of a letter from the Secretary to the
Government of India in the Commerce & Industry Department
drawing attention to the continuance of the illicit traffic
in cocaine in India and the difficulties experienced in dealing
with it in the absence of control over the distribution of the
drue in the countries of manufacture.
If information as to the development of new sources
of supply comes to the notice of the Secretary of State for
the Colonies I am to ask that it may be communicated to this
Department for transmission to the Government of India.
